The Syrian Engineers for Construction and Development Organization (SECD) announces its intention to contract with a qualified supplier/contractor to implement an educational project in Eastern Ghouta.
🔹 Tender Code (RFQ NUMBER): EDU-H-OP-719-RFQ2
🔹 Subject of Works: Request for Quotation for the Construction and Equipping of a School. 📍 Location: Arbin City – Rural Damascus. 💰 Initial Deposit: $3,000 USD (will be returned to losing bidders upon completion of the evaluation process).
⏱️ Important Deadlines (Syria Time):
• Deadline for Inquiries: Until 03:00 PM on Wednesday, July 15, 2026.
• Bids Start Date: From 09:00 AM on Wednesday, July 15, 2026.
• Bids Deadline Date (Closing): Until 03:00 PM on Thursday, July 16, 2026. (Note: All offers submitted after the deadline shall be rejected).
📦 Submission Method (Three-Envelope System): Interested companies must submit their overall offers printed and divided into three physically separated, sealed envelopes, all presented inside one single main sealed envelope carrying the official stamp and signature. The following info must be written on the outside of each envelope: Tender Code, Company Name, Phone Number, and Full Project Title.
• Envelope I (Official Papers): Contains Passport/ID copy, Company Registration, previous contracts, Bank or PTT account details, the CV of the Resident Civil Engineer, and the full signed/stamped RFQ document. • Envelope II (Technical Offer): Contains deep technical specifications and Annex T (with absolutely no reference to pricing). • Envelope III (Financial Envelope): Contains Annex B – Financial Offer and Bill of Quantities (BoQs) priced in USD. (Note: The financial offer must be filled in detail by entering the unit price for each item).
